Recycling infrastructure

Companies should be allowed to purchase recycling services individually, or to team up with other producers, to comply with their obligations.

National or regional limitation of shipping and treatment of collected waste should be avoided. This is essential to secure competition and to ensure that a European market in recycling is established.
