In Russia, the extended producer responsibility system was introduced in 2015. However, new developments suggest that EPR could be abolished in 2020.
According to the “Federal Law on Industrial and Consumer Wastes”, producers and importers are both responsible for the collection, recovery and recycling of products, including WEEE, batteries and packaging. They have two possible options: self-compliance (organization of operations individually or collectively) or payment of an eco-fee to the state.
