On Friday 27th June, PackUK (the scheme administrator) published the confirmed 2025 base fees which will be used for the Household Packaging Waste Disposal (HPWD) costs. The first invoice for these costs will be issued by PackUK to Large Producers with household packaging data in October.
The confirmed 2025 base fees is welcome news – not only to allow Large Producers with household packaging to have certainty with the costs, but also because nearly all fees have reduced compared with the illustrative base fees published in December 2024.
What are the Household Packaging Waste Disposal costs for?
Producers will pay around £1.5 billion to fund household packaging waste management, which includes covering PackUK costs and providing Local Authorities with additional income to cover the cost of recycling and disposal of waste packaging materials.
How are the Household Packaging Waste Disposal costs calculated?
PackUK will use the tonnage of household packaging placed on the market in the previous year by each Large Producer. Then this weight will be multiplied by the base fee rate (which is a cost per tonne). There is a base fee rate for each packaging material (eg. paper and card, plastic, glass etc).
Base fees are calculated by taking the waste management costs for household packaging waste and other relevant costs, then dividing those costs by the tonnage of household packaging placed on the market.
Following this first year of EPR, from year 2, modulated fees will be introduced in order to encourage Large Producers with household packaging to use more sustainable packaging. The modulation will use the Recycling Assessment Methodology (RAM) to give a rating of red, amber or green, based on the recyclability of household packaging. ‘Red’ packaging will be the least recyclable and subject to higher modulated fees and ‘green’ packaging will be the most recyclable and will have lower modulated fees. ‘Amber’ packaging will be charged at the base fee rate.
