Moldova set to launch its own deposit refund system (DRS)
The DRS will apply to the following products: beer, beer cocktails, cider, wine, wine cocktails, wine-based drinks, other fermentation beverages, alcoholic cocktails, non-alcoholic beverages (soft drinks, table water), natural mineral water, spring water, drinking water, juices, and nectars.
Recent amendments to Law No. 209 on Waste from 2016 mandate a DRS for both reusable and single-use beverage packaging.
The DRS will apply to the following products: beer, beer cocktails, cider, wine, wine cocktails, wine-based drinks, other fermentation beverages, alcoholic cocktails, non-alcoholic beverages (soft drinks, table water), natural mineral water, spring water, drinking water, juices, and nectars.
This system must be implemented nationwide within a year of appointing a DRS administrator, but no later than 25 January 2027.
Following the amendment, the Ministry of Environment has already published an implementing draft decree for public consultation in June.
The decree outlines the system’s organisation, administrator selection by the Ministry of Environment, operational plan, funding scheme, and public education programme.
