Registration open for California’s textile EPR programme.
Following CalRecycle’s selection of Landbell USA as the Producer Responsibility Organisation (PRO) for the Responsible Textile Recovery Act of 2024 (SB 707), the official producer registration portal is now live.
As the first mandatory textile EPR program in the U.S., SB 707 requires businesses selling apparel, footwear, and textile articles in California to join the approved PRO by 1 July, 2026.
Streamlined registration
Registration is managed through Landbell’s secure compliance platform:
- Eligibility questionnaire: The process begins with a brief assessment to confirm if your business is an obligated producer under SB 707
- 5-minute completion: Once eligibility is confirmed, the full registration is efficient and typically takes only about 5 minutes
- Direct compliance: Registering through Circul8 ensures your business is immediately integrated into the regulatory framework and receives all critical updates

2026-2027 Registration fees
For the initial 2026–2027 cycle, the financial obligation is a flat annual fee of $1,000 per producer.
This is an administrative fee, rather than a volume-based fee, to ensure the PRO is operational immediately upon selection. These funds will support the:
- Statewide needs assessment: Mapping California’s existing textile resource and recovery infrastructure
- Infrastructure development: Building the data-driven frameworks required for long-term producer compliance
- Regulatory oversight: Supporting the administrative and outreach costs necessary to ensure a fair, efficient program tailored to actual textile volumes
