Attention, Battery Manufacturers

Changes from April 2025 to January 2026 in Germany

As a result of the EU Battery Regulation, there will be important changes for battery distributors in Germany in the coming months.

Authorised Representative

The first step is the introduction of an authorised representative. An authorised representative supports the foreign manufacturer in implementing the specific national rules and shares certain obligations with the manufacturer to ensure collection and information obligations.

Foreign manufacturers with an existing registration are currently being asked via a hearing letter to designate a branch in Germany or to re-register with an authorised representative with a deadline of 11 August 2025. Here is a sample of this letter.

The basis for this is the Battery Regulation 2023/1542.

Landbell is offering a solution as Authorised Representative (AR)  for Batteries.

What is the deadline?

Initially, deadlines apply until mid-August 2025, which is shown in this diagram.

Assignment to a Producer Responsibility Organisation

From 18 August 2025 until 15 January 2026 at the latest, all active registrations with stiftung ear must be assigned to a Producer Responsibility Organisation (PRO), which will then take over the nationwide take-back and disposal of the respective waste batteries. From July 1st, 2025, we can apply for approval as POR at the competent authority stiftung ear. Until now, the connection to a take-back system was necessary for portable batteries, but in future this will also be necessary for the other categories ‘batteries for light vehicles’, ‘electric vehicle batteries’, ‘industrial batteries’ and ‘starter batteries’.

The previous 3 battery types will now become the five battery categories defined below.

Landbell is offering a solution as Producer Responsibility Organisation (PRO) for Batteries.

Chemical composition and tax ID

From August 2025 to 15 January 2026, all manufacturers must also specify the chemical composition of the batteries and the tax ID in the EAR portal and, in the case of industrial battery registrations, be transferred to the new categories. All changes will be completed by 16 January 2026 and incomplete registrations will then be deleted.

Producers based in Germany

If you are already registered before 18 August 2025, your registrations will be adapted to the new legal situation on 18 August 2025. But: you must fulfil the following tasks until 15 January 2026, to avoid losing your registrations.

  • take part in a PRO for each battery category. (Landbell Group (DS Entsorgung, ERP Germany, Landbell Germany) apply for approval as a PRO).
  • choose the chemical composition of your batteries in ear portal
  • add your tax ID

If your account at stiftung ear is administrated by Landbell Group, we will contact you. If this is not the case, please use the contact form below, so that we can suppport you.

What Landbell Group offers

As a service provider & take-back scheme, Landbell will offer its existing customers and also new customers a contract.

The take-back scheme will be designated as a ‘Producer Responsibility Organisation’ from 2025. We will request approval as a PRO from July 1st, 2025.

We are the largest German provider of authorised representative services for electrical and electronic equipment (WEEE) for foreign manufacturers.

What costs are incurred?

As of the beginning of May 2025, the costs are not yet determined. We assume that fees will be demanded for adapting the battery registration and for a waste management guarantee.

Which information do we need to offer our services
