Authorized Representation
An authorised representative supports the foreign manufacturer in implementing the specific national rules and shares certain obligations with the manufacturer to ensure collection and information obligations.
The legal base is the Battery Regulation 2023/1542.
Landbell is offering a solution as Authorised Representative (AR) for Batteries.
Authorized Representative Agreement
Companies selling batteries to end users need to sign a contract and agreement, signed by the legal representative (CEO or similar), with date, place, hand-written signature and company stamp. This agreement will be countersigned by Landbell Group and forwarded / confirmed to the stiftung ear.
Business license / extract from commercial register
In addition the agreement, a current version of the business license showing the address, company name and name(s) of the legal representatives are requested in PDF form.
Assignment to a Producer Responsibility Organisation
Since 15 January 2026 all active registrations with stiftung ear must be assigned to a Producer Responsibility Organisation (PRO), which will then take over the nationwide take-back and disposal of the respective waste batteries. Until the end of 2025, the connection to a take-back system was necessary for portable batteries, now this is also necessary for the other categories ‘batteries for light vehicles’, ‘electric vehicle batteries’, ‘industrial batteries’ and ‘starter batteries’.
The previous 3 battery types have now become the five battery categories defined below.
Chemical composition and tax ID
Since 15 January 2026, all manufacturers must also specify the chemical composition of the batteries and the tax ID number in the EAR portal (login at the website of the authority stiftung ear, which is usually administrated an Authorized Representative)
Battery quantities
During registration your company needs to provide a forecast of the annual batteries put on the German market in tons. For elder registrations, the quantities sold in previous years are also demanded. Landbell will request this information from you.
Producers based in Germany
If your company already had a battery registration before 15 January 2026, and if that registration now is no longer active, your participation in a Producer Responsibility Organisation (PRO) was missing.

What Landbell Group offers
As a service provider & take-back scheme, Landbell will offer its existing customers and also new customers a contract for portable batteries and for industrial batteries.
The take-back scheme will be designated as a ‘Producer Responsibility Organisation’ from 2025. In December 2025, “Landbell-OfH” was approved as such an organisation for portable batteries by the authority stiftung ear. In February 2026, “Landbell-OfH” was also approved for industrial batteries.
What costs are incurred?
Our offer for registration with authorization (for companies located outside Germany) includes the fees already known including a registration of a brand name.
Our offers for the registration of German companies are correspondingly cheaper and you pay the fees (registration fees and quarterly fees) directly to the stiftung ear.
Which information do we need to offer our services
- Company data: Name and legal form, address, managing director
- Contact details: Contact person, e-mail, telephone
- Tax ID for correct calculation of VAT
- Previous BattG registration number (consisting of DE+8 digits)
- Chemical composition of the batteries
- Brand (permanently visible on the battery or on the electric product to which it belongs)
- Battery category: All batteries belong to one of these five categories: Portable batteries, industrial batteries, LV batteries, electric vehicle batteries or starter batteries
- Business license
- planned battery quantities in kilogram or ton

Definitions according to the EU Battery Regulation
- ‘portable battery’ means a battery that is sealed, weighs 5 kg or less, is not designed specifically for industrial use and is neither an electric vehicle battery, an LMT battery, nor an SLI battery;
- ‘light means of transport battery’ or ‘LMT battery’ means a battery that is sealed, weighs 25 kg or less and is specifically designed to provide electric power for the traction of wheeled vehicles that can be powered by an electric motor alone or by a combination of motor and human power, including type-approved vehicles of category L within the meaning of Regulation (EU) No 168/2013 of the European Parliament and of the Council (43), and that is not an electric vehicle battery;
- ‘starting, lighting and ignition battery’ or ‘SLI battery’ means a battery that is specifically designed to supply electric power for starting, lighting, or ignition and that can also be used for auxiliary or backup purposes in vehicles, other means of transport or machinery;
- ‘industrial battery’ means a battery that is specifically designed for industrial uses, intended for industrial uses after having been subject to preparation for repurposing or repurposing, or any other battery that weighs more than 5 kg and that is neither an electric vehicle battery, an LMT battery, nor an SLI battery;
- ‘electric vehicle battery’ means a battery that is specifically designed to provide electric power for traction in hybrid or electric vehicles of category L as provided for in Regulation (EU) No 168/2013, that weighs more than 25 kg, or a battery that is specifically designed to provide electric power for traction in hybrid or electric vehicles of categories M, N or O as provided for in Regulation (EU) 2018/858;
