Ecodesign: Commission Adopts 2025–2030 Working Plan

The European Commission has adopted the 2025-30 working plan under the Ecodesign for Sustainable Products Regulation (ESPR) and the Energy Labelling Regulation. The plan identifies priority product groups for new ecodesign and energy labelling requirements in the coming five years. These include steel and aluminium, textiles (with a focus on apparel), furniture, tyres and mattresses.
The initiative aims to support the EU’s broader environmental and industrial objectives by improving the durability, reparability, resource efficiency and sustainability of products placed on the EU market. In addition to product-specific measures, the Commission plans to introduce horizontal rules on reparability and recyclability for categories such as consumer electronics and small household appliances.
Delegated acts will establish the new requirements, supported by preparatory studies and stakeholder consultations, notably via the Ecodesign Forum. The delegated acts for steel and iron will be developed in 2026. Those for textiles, tyres and aluminium will follow in 2027. The Commission also intends to address the specific needs of small and medium-sized enterprises in the delegated acts.
Welcoming the announcement, Minister of State for Small Business, Retail and the Circular Economy, Alan Dillon, described the ESPR as “a cornerstone of the EU’s green industrial strategy.” He added, “The EU’s Clean Industrial Deal outlines a clear objective: to double the circular material use rate to 24% by 2030. The ESPR working plan is a critical part of achieving that goal.” Minister Dillon also highlighted the benefits for Irish businesses, noting that manufacturers and designers who integrate sustainability from the outset will gain a competitive advantage in EU and global markets. Enterprise Ireland is actively supporting businesses in adapting to these new standards through guidance, engagement, and funding under the Green Transition Fund.
