Work on the Environmental Omnibus is progressing in the European Parliament, with a detailed timeline emerging for the permitting acceleration file
Following the appointment of the rapporteur in March, a draft report is expected on 20 May, with committee discussions scheduled for 22–23 June. The deadline for amendments is set for 30 June, with negotiations between political groups continuing through the summer. A committee vote is anticipated on 1 October, followed by a plenary vote during the October session. In a recent exchange with the European Parliament’s ENVI Committee, Commissioner Roswall called for an accelerated approach, urging co-legislators to reach agreement within 2026, while maintaining robust environmental standards alongside simplification efforts.
In parallel, Member States continue to assess proposed simplification measures — including the potential suspension of authorised representatives under extended producer responsibility (EPR). Several countries have raised concerns around enforcement risks, potential non-compliance, and competitive distortions, highlighting the complexity of balancing simplification with effective oversight.
The Omnibus package also includes proposals to harmonise reporting frequencies for EPR. This could have implications for data quality, collection systems, and operational processes across schemes.
