Packaging Law: Support on revision of German law
On 20 January 2021, the German government passed a bill to amend the country’s Packaging Act (see previous article ).
This was done to transpose certain requirements of the European Single-Use Plastics Directive and the revised Waste Framework Directive into national law and to strengthen enforcement.
The government’s proposal is currently being discussed in the German parliament. The plenary vote is planned for May.
According to the current status, changes are planned for the following points, among others:
As of 3 July 2021
- New producer obligations for packaging not subject to scheme registration (e.g. transport or reusable packaging)
- Service packaging
- Assignment of an Authorised Representative (voluntary)
As of 1 January 2022
- Extension of deposit and return obligations
- Offering reusable alternatives (and their take-back)
As of 1 July 2022
- Changes to the registration requirements for producers
- Implementation of obligations for digital marketplaces and fulfilment service providers
As of 1 January 2025
- Specifications for minimum recycled content
