Q3 UK Packaging Compliance Data for 2023

The Environment Agency published the Q3 2023 UK packaging data on 1st December 2023.

Q3 Recycling Data

The verified Q3 recycling figures were published by the Environment Agency on 1^st December 2023.

The data shows that the UK has successfully processed more than three quarters of its packaging waste obligation in all materials during the first three quarters of the compliance year. Plastic in particular experienced a record-breaking quarter with 318,000 tonnes processed in Q3.

Although the initial data appears favourable, recyclers and reprocessors express concern about the disparity between the data and actual market conditions. They are troubled by declining volumes and prices, citing a decrease in demand for recycled materials amidst a broader economic downturn. Plastic reprocessors propose that the export of low-grade plastic materials might have artificially inflated the data resulting in decreased PRN prices which could significantly affect their operations.

Anticipated packaging recycling targets for 2024 are projected to remain mostly steady, with an exception in wood, anticipated to increase by 7% to 42%. Expectations for higher targets in 2024, aimed at elevating PRN prices and enhancing recycling efforts have fallen short in the industry's eyes.

Experts have expressed concerns that maintaining these levels could lead to a market downturn. The upcoming year is poised to be unpredictable, influenced by these factors and the potential impact of regulatory alterations stemming from the new Environment Secretary or a general election.
