PPWR Compliance Made Affordable for Small B2C Businesses

It is also important to note that there are no de minimis thresholds under PPWR. This means companies that sit below the UK's registration and reporting thresholds for Packaging EPR may still need to register and comply with PPWR for sales into Europe.

PPWR entered into force on 11 February 2025, replacing the old Packaging Directive, and it applies directly across all 27 EU member states. There is no national version to interpret. Since 12 August 2026, every business placing packaging on the EU market has had to be able to prove that packaging complies. One of the first obligations is the Declaration of Conformity, a document each producer needs, to show their packaging meets PPWR. From that same date, producers also have to confirm whether their packaging contains hazardous substances.

And this is only the start. PPWR rolls out in phases through to 2040. Later stages bring registration in a harmonised EU packaging register, digital product information via QR codes, recycled-content targets rising towards 65% for some plastics, and recyclability grades that will decide both fees and market access.
