Extended Producer Responsibility (pEPR) – Nation of Sale

Overview

From 1st January 2026, both small and large organisations (producers) will be required to collect Nation of Sale data in preparation for the first report, due by 1st April 2027.

Who needs to report Nation of Sale data?

  • Small and large producers classed as:
    • Sellers
    • Distributors
    • Service providers
    • Online marketplaces
    • Importers

Why do I need to report Nation of Sale data?

  • The data is necessary to allow each UK nation to set and track nation-level recycling targets
  • Producers have a legal requirement to report and collect nation of sale data
  • The information relates to which country in the UK (England, Scotland, Wales or Northern Ireland) packaging has been sold, hired, loaned, gifted or discarded in

When do I need to collect and report?

  • Data collection activities should begin from 1st January 2026, in accordance with the Packaging regulations for the period 1 January to 31 December 2026
  • Data must be reported to the Environment Agency on, or before, 1 April 2027 or along with the H2 2026 data if reporting to a Compliance Scheme

Reports are due annually thereafter

Is your business classified as a small or large producer under the Packaging Extended Producer Responsibility (pEPR) Regulations?

A small producer is an organisation that either: 

  • Has an annual turnover between £1 million and £2 million and is responsible for supplying or importing more than 25 tonnes of packaging in the UK
  • Has an annual turnover that is over £1 million and responsible for supplying or importing between 25 tonnes and 50 tonnes of packaging in the UK

You will be classed as a large producer if both of the following apply:   

  • You have an annual turnover of £2 million or more
  • You’re responsible for supplying or importing more than 50 tonnes of packaging in the UK
