Who needs to comply?
Existing legislation in the UK and EU suggest EPR for textiles (tEPR) will apply to:

Manufacturers
Companies that make textile products within a member state. Manufacturers of textile products outside the Member state, including online suppliers, who sell directly to end users in the Member state.

Importers
Entities like wholesalers who bring in textiles from overseas to sell to retailers.

Retailers
Entities who directly buy clothing and home textiles from foreign sources also take on these responsibilities.
How ERP UK can support your business
At this stage it is not certain when UK legislation for textiles EPR (tEPR) will be passed. However, for the European Union, there is more clarity on the timelines textile producers must work to.
EU Extended Producer Responsibility (EPR) for Textiles
The EU has finalised new rules under the revised Waste Framework Directive that make EPR mandatory for textiles across all Member States.
The directive entered into force in October 2025. This means EU countries now have until June 2027 to transpose these rules into their national laws and must have fully operational national EPR schemes for textiles by April 2028.
A separate collection of textile waste has been mandatory in all EU Member States since January 1, 2025.
Some Member States, like France and the Netherlands, already have their own operational national EPR programs.
