There’s plenty to get into this quarter—and a clear sense that UK compliance expectations are continuing to tighten across the board.
From HMRC’s proposed shift to mandatory third-party certification for Plastic Packaging Tax (consultation closing on 10 August 2026), to the Nation of Sale data requirements for packaging now in effect, the direction of travel is clear: greater scrutiny, more robust data, and less room for uncertainty.
We’re also taking a closer look at what’s coming next. From changes in RAM for 2027 (expected release July), to changes in relation to vape waste (Category 15 WEEE evidence can be issued from 12 August) and emerging risks linked to fast-moving, low-cost electronics, staying ahead of compliance is becoming more complex—but also more critical.

With Nation of Sale data collection now mandatory for the 2026 compliance year, here are three steps to make sure you are ready for the first submission in April 2027.
✔ Check your order and sales systems are capturing the UK nation of supply (England, Scotland, Wales or Northern Ireland) at transaction level for every relevant packaging activity from 1 January 2026.
✔ Document your data collection methodology so it is accurate, auditable and ready to support your first mandatory Nation of Sale submission, due 1 April 2027.

Expert Insight: The Road to RAM 2027
RAM continues to be one of the most common topics landing in our inboxes, so we wanted to tackle some of the questions we’re hearing most often.
What is RAM and does it affect my fees?
RAM (Recyclability Assessment Methodology) is a Red, Amber and Green rating system that determines the eco-modulation multipliers applied to your packaging EPR fees.
Put simply, packaging rated Red attracts higher fees, while packaging that has not been assessed defaults to Red automatically.
When does RAM 2027 come into force and what changes?
RAM 2027 is due to be published by PackUK in July 2026 and will apply to packaging supplied from January 2027.
The cost implications are expected to increase over time, with the eco-modulation multiplier for Red-rated packaging rising from 1.2x in 2026/27 to 1.6x in 2027/28 and 2.0x in 2028/29.
What should I be doing now to prepare?
This standstill period provides a valuable opportunity to review your packaging against the current RAM v1.1 criteria and identify any materials that may be classed as Red-rated before the new requirements take effect.

Get ahead – Plastic Packaging Tax: Mandatory Third-Party Certification on the Way
HMRC’s consultation, open until 10th August 2026, proposes replacing self-declarations with mandatory third-party certification for mechanically recycled plastic packaging. Two chain-of-custody models are under consideration, and, without a valid certificate, packaging will be taxable at £228.82 per tonne. Manufacturers, importers and recyclers with international supply chains should review the proposals now.

Vape Waste Compliance: What producers and retailers need to know
Despite the single use vape ban taking effect in June 2025, 6.3 million vapes and refill pods are still discarded every week. Vapes moved to the new Category 15 in August 2025, carrying a binding 2026 collection target of 288 tonnes. With enforcement escalating across the Environment Agency, Trading Standards and Defra, compliance obligations are tightening for all retailers.
FastTech and WEEE: Are cheap electronics slipping through the net?
UK consumers spend on FastTech, cheap throwaway electronics such as mini fans and LED novelties, quadrupled to £11.6 billion in 2025. Many products contain lithium or coin-cell batteries that pose a fire risk in general waste. Producers and importers must register under WEEE, battery and packaging regulations before placing goods on the UK market.
Textile EPR: Early lessons from California’s SB 707 programme
As the UK’s textile EPR regime takes shape, California’s SB 707 offers a useful reference point. Common producer challenges include responsibility confusion across supply chains and data readiness gaps. Identifying obligated producers, mapping “producer of record” logic and preparing volume and material data now will reduce pressure when final UK rules are confirmed.
