The Numbers Are In: What Producers Will Pay
The long-awaited fee confirmation brings clarity to what has been an estimated £1.5 billion annual scheme. From October 2025, producers will face these confirmed base fees:
- Plastic packaging: £423 per tonne
- Aluminium packaging: £266 per tonne
- Paper and cardboard packaging: £196 per tonne
These aren't just administrative costs - they represent a fundamental shift in how packaging waste is funded, moving financial responsibility away from councils and taxpayers onto the companies that create the packaging in the first place.
A System That Rewards Smart Choices
The confirmation of the Recyclability Assessment Methodology (RAM) for 2026/7-2028/9 creates a clear financial incentive structure. From 2026, packaging rated as 'Red' (least recyclable) will attract higher fees, potentially doubling the base rate over time. Meanwhile, 'Green' rated recyclable packaging will benefit from lower fees.
This fee modulation gives recyclability a financial weight it's never had before, placing it on equal footing with cost, product protection and shelf appeal in packaging decisions.
